Pantabangan and Magat Dams, just like some other Dams in the Philippines and even in the world, have purposes that are far important than power generation. Pantabangan and Magat Dam’s main purpose is to accumulate water for irrigation of the rice fields in the low lands. The other purpose is for flood control by reducing the amount of water that instanly flow in the low lands during heavy rains. And of course, electricity generation.

Other Dams like Angat has fourth other purpose - water consumption for the people of the cities and communities.
